About Luleå
Luleå municipality is situated just below the Arctic Circle. The municipality is to 75 per cent covered by woodland. Two rivers; Lule and Råne älv, are floating through the landscape. There are 36 inhabitants per square kilometre. The population, about 78,000 inhabitants, is however highly concentrated to the city and its immediate surroundings. About 20,000 inhabitants are living in the countryside. As a result of the location in the north, it is winter during half of the year. But sunny summers make the mean annual temperature only slightly lower than the Swedish average. The city of Luleå is also situated far east in Sweden. That is why the sun is at its highest level at 11.30 a.m in the winter (half past twelve in the summer).
Luleå has over 77,000 inhabitants but is building to be able to have more. To meet the development, more than 100 large and small construction projects are planned. One of those projects is to rebuild Stadsparken. The last time Stadsparken was rebuilt was in the late 1980s. At that time new walkways, a new playground and stage and plantations were built. However, new times require new needs. In addition, the park has many visitors, which gives a lot of wear and tear. At present, the lawns do not have time to recover after the winter activities and shrubs and trees age and need to be renewed.
Luleå is careful that Stadsparken should be the residents’ common living room and a place to stay during holidays. They want to create a park that is feel safe and accessible to all. The idea is that there will be small flourishing rooms where both old and new activities such as picnics, games, performances and concerts will take place. As the park is rejuvenated, it will also be easier to maintain. Kyrkogatan and Rådhustorget should be a street for everyone, with a wide sidewalk but also serve as a possible party place for special events.
